be動詞が省略されている。（見出しは冠詞やbe動詞を省略することがある。）

force = 影響力、勢力。直訳すれば「国際的な影響力」。以下に述べられていることなど、様々な世界情勢が原因だと言っている。

crude = 原油、原料
top = 〜を超える、追い越す、〜に勝る

There is = オリジナルの音声編集の不手際でカットされている。
tight supply = 供給不足

perceive = 〜に気付く、理解する、認識する
which = 前述の内容を先行詞とする関係代名詞
「SVの後で句切る」というのがSIM同時通訳方式の原則だが、この場合のように主語が長い場合は、例外的に述語動詞の前で句切る。
